On Russian Federation Threats To The World
Never before has the world come so close to a nuclear disaster as it is now because of the Russian Federation, which has launched a large-scale war against Ukraine and, losing its advantage, is using the captured Zaporizhia NPP to blackmail Europe and the whole world.
Nuclear blackmail, which can become fatal at any moment, is only part of the Russian Federation’s aggressive strategy. The problem is the very existence of the Russian Federation as an empire, and it is no longer possible to solve this problem by expressions of concern, persuasion and other methods of diplomatic influence on the aggressor.
Throughout its history, Russia (Muscovy) waged exclusively wars of aggression. It launched more than twenty wars against Ukraine alone. In the guise of the Soviet Union, Russia aspired to world domination, threatening to “inflame the world fire”. The Second World War, unleashed by the Soviet Union in collusion with Nazi Germany, became such a conflagration.
Today, the Nazi Russian Federation declares that its interests “have no borders”. The Russian historical myth, which began with the appropriation of the Rus’-Ukraine’s name and historical heritage, is now being supplemented by Moscow with an encroachment on world history, on the Mediterranean civilization, to which it has never had anything to do.
Pushing its boundaries as an empire or the influence of its “Russkiy mir” (“Russian world”), Moscow “liberated” the captured territories from autochthonous ethnic groups and ethnic communities, forcibly assimilating them or physically exterminating them so that there was not even a mention of the culture of those ethnic groups.
Russia’s current war in Ukraine proves that Moscow is purposefully erasing Ukrainian cities and villages from the face of the earth, committing atrocities in the occupied territories and pushing Ukrainians out of Ukraine, destroying Ukrainian culture and planting its “Russkiy mir”.
Here it should be recalled that it was the Russian Empire that became the birthplace of individual and mass terror. The Bolsheviks, led by Lenin, introduced total terror, committing atrocities that world history had not known before, using, in particular, such tools as artificial famine (Holodomor), concentration camps, and mass deportations of entire nations (for example, the northern Caucasus peoples, Crimean Tatars, etc.).
In parallel with nuclear blackmail, the Russian Federation is currently blackmailing the world by blocking the export of Ukrainian grain, causing the threat of famine in countries importing grain from Ukraine, deporting hundreds of thousands of Ukrainians from the occupied territories to remote regions of the Russian Federation, etc.
It is obvious that after absorbing Ukraine, Russia would not stop its expansion, and this should be realized in the European Union, in North America and in all other parts of the world. Fortunately for Europe, Ukraine stopped the Russian onslaught thanks to modern weapons provided by the civilized countries of the world.
So, the problem is not so much Russia’s war in Ukraine, but the Russian Federation itself as a subject, and the civilized world should think about the systematic solution of this problem.
What do we see as ways to solve this problem?
1. Immediate recognition of the Russian Federation as a terrorist state and sponsor of terrorism. On this occasion, it should be said that the terrorist nature of the already recognized as such — the DPRK (North Korea), Cuba, Iran and Syria — is historically a creation of Moscow. By the way, communist China was also created by Moscow’s efforts.
2. Complete isolation of the Russian Federation from the civilized world using diplomatic, political, economic, cultural and other means. Locked in the borders of its aggressive country, Russian society will finally stop worrying about the enviable life of its neighbors and deal with its own internal problems. This should be facilitated by depriving the Russian Federation of membership in all international organizations as soon as possible.
3. Complete disintegration of the Russian Federation as an empire. To this end, the civilized world would do well to stimulate liberation movements in those conditionally autonomous subjects of the Russian Federation that have preserved their ethnic identity, national culture and language through the appropriate diasporas.
4. Demilitarization of Russia. Russia’s war in Ukraine revealed the weak points of the military power inherited by the Russian Federation from the USSR. The weakening of the Russian Federation as a result of this obviously unsustainable war makes possible both the general and nuclear disarmament of Russia.
5. Fighting Russian propaganda. Fulfillment of the above conditions will drastically reduce the spread and influence of Russian propaganda. We consider it extremely important to strengthen the civilized countries of the world Mass Media broadcasting in both in Russian and in the languages of the subjects of the Russian Federation.
6. Debunking the Russian historical myth and popularizing a new scientifically based concept of the history of Russia as an empire. The world’s intellectual elite should review and rethink their vision of Russia as a phenomenon, actually imposed on the world by Russian emigration.
7. Revising and updating the Helsinki Agreements (Helsinki-2) and establishing a new order of strengthening security and cooperation in Europe and throughout the world. Europe and the world must protect themselves from the threat of the Russian Federation and similar terrorist states. Subduing Russia will automatically remove the question of smaller terrorist states and sponsors of terrorism.
In this context, we consider the demands expressed in the Appeal initiated by the Ukrainians Worldwide Movement Organizing Committee to be legitimate, and we propose to actively popularize them and implement them.
We also call on the world’s intellectual elite to cooperate in debunking the Russian historical myth, in developing a new concept of Russian studies, as well as in popularizing the idea of revising the Treaty on Security and Cooperation in Europe.

ЗАЯВА УКРАЇНСЬКОГО УНІВЕРСИТЕТСЬКОГО КЛУБУ
Про загрози світові від Російської Федерації
Ніколи досі світ не підходив так близько до ядерної катастрофи, як підійшов тепер через РФ, яка розв‘язала широкомасштабну війну проти України і, втрачаючи перевагу, використовує захоплену Запорізьку АЕС для шантажування Європи й цілого світу.
Ядерний шантаж, який у будь-який момент може стати фатальним, — лише частина аґресивної стратеґії РФ. Проблемою є само існування РФ як імперії, і розв‘язати цю проблему уже не можна висловлюваннями занепокоєння, умовляннями та іншими способами дипломатичного впливу на аґресора.
Упродовж усієї своєї історії Росія (Московія) вела виключно загарбницькі війни. Лише проти України вона розв‘язала понад двадцять воєн. В личині Радянського Союзу Росія запрагла до світового панування, погрожуючи «роздути світову пожежу». Такою пожежею стала Друга Світова війна, розв‘язана Радянським Союзом за змовою з нацистською Німеччиною.
Сьогодні нацистська РФ заявляє, що її інтереси «не мають кордонів». Російський історичний міф, який почався з привласнення назви та історичної спадщини Русі-України, Москва тепер доповнює посяганням на світову історію, на середземноморську цивілізацію, до якої вона ніколи не мала жодного відношення.
Розсуваючи свої межі як імперії чи впливу свого «русского міра», Москва вивільняла захоплені території від автохтонних етносів і етнічних общин, насильно асимілюючи їх або фізично винищуючи, щоб не залишалося навіть згадки про культуру етносів і етнічних груп.
Нинішня війна Росії в Україні засвідчує, що Москва цілеспрямовано стирає з лиця землі українські міста й села, чинячи звірства на окупованих територіях і витискаючи українців з теренів України, знищуючи українську культуру й насаджуючи «русскій мір».
Тут треба нагадати, що саме Російська імперія стала батьківщиною індивідуального й масового терору. Більшовики на чолі з Леніним запровадили терор тотальний, чинячи звірства, яких не знала до того світова історія, застосовуючи, зокрема, такі інструменти, як штучний голод (Голодомор), концентраційні табори й масові депортації цілих народів (наприклад, народів північного Кавказу, кримських татар та ін.).
Паралельно з ядерним шантажем РФ нині шантажує світ блокуванням експорту українського зерна, спричинюючи загрозу голоду в країнах, які імпортують збіжжя з України, депортує сотні тисяч українців з окупованих територій у віддалені реґіони РФ та ін.
Очевидно, що поглинувши Україну, Росія не зупинилася б у своїй експансії, і це мають усвідомлювати в Європейському Союзі, у Північній Америці та й в усіх інших кінцях світу. На щастя для Європи, Україна зупинила російську навалу завдяки сучасному озброєнню, наданому цивілізованими країнами світу.
Отже, проблемою є не стільки війна Росії в Україні, а сама РФ як суб‘єкт, і над системним розв‘язанням саме цієї проблеми, власне, і повинен замислитися цивілізований світ.
Якими бачаться нам шляхи розв‘язання цієї проблеми?
1. Невідкладне визнання РФ як держави-терориста і спонсора тероризму. При цій нагоді треба сказати, що терористична природа уже визнаних такими — КНДР (Північна Корея), Куба, Іран та Сирія, — історично є породженням Москви. До речі, комуністичний Китай також виник стараннями Москви.
2. Повна ізоляція РФ від цивілізованого світу за допомогою дипломатичних, політичних, економічних, культурних та інших засобів. Замкнене у кордонах своєї аґресивної країни російське суспільство нарешті перестане тривожитися завидним життям сусідів і займеться власними внутрішніми проблемами. Цьому має сприяти й якомога скоріше позбавлення РФ членства в усіх міжнародних орґанізаціях.
3. Повна дезінтеґрація РФ як імперії. З цією метою цивілізованому світові годилося б через відповідні діаспори стимулювати визвольні рухи в тих умовно автономних суб‘єктах РФ, які зберегли свою етнічну ідентичність, національну культуру й мову.
4. Демілітаризація Росії. Війна Росії в Україні виявила слабкі місця мілітарної потуги, що її успадкувала Росія від СРСР. Послаблення РФ внаслідок цієї очевидно непідйомної для неї війни уможливлює як загальне, так і ядерне роззброєння Росії.
5. Боротьба з російською пропаґандою. Виконання названих вище умов різко зменшить поширення і вплив російської пропаґанди. Надзвичайно важливим ми вважаємо посилення мовлення засобів масової інформації цивілізованих країн світу як російською, так і мовами суб‘єктів РФ.
6. Розвінчування російського історичного міфу й популяризація нової науково обгрунтованої концепції історії Росії як імперії. Інтелектуальна еліта країн світу має переглянути й переосмислити своє бачення Росії як феномену, фактично нав‘язане світові російською еміґрацією.
7. Перегляд і оновлення Гельсінських домовленостей (Гельсінки-2) та встановлення нового порядку зміцнення безпеки і співробітництва в Європі та й у всьому світі. Європа і світ мають убезпечити себе від загрози РФ та подібних їй держав-терористів. Упокорення Росії автоматично зніме питання про менших держав-терористів і спонсорів тероризму.
У цьому контексті ми вважаємо правомірними вимоги, висловлені у Зверненні, ініційованому Орґанізаційним Комітетом Руху Світового Українства, і пропонуємо активно популяризувати їх та втілювати в життя.
Ми також закликаємо світову інтелектуальну еліту до співпраці у розвінчуванні російського історичного міфу, у випрацюванні нової концепції росієзнавства, а також у популяризації ідеї перегляду Договору про безпеку та співробітництво в Європі.
