Віталій Портников доволі доступно пояснив, чому США не оголошують Росію державою-терористом.
Проблема не тільки в тому, що Державнй департамент США утримується від цього, попри те, що обидві палати Конґресу США уже визнали РФ державою-терористом. Проблема ще й у тому, що американське суспільство не готове до цього, зокрема й тому, що в його середовищі є значна частина проросійськи налаштованих громадян, які, на відміну від Німеччини, просто занишкли і не влаштовують демонстрацій.
Тому важливо, щоб українська громада в США і все світове українство активізували популяризацію ідеї визнання Росії державою-терористом як на теренах США, так і по всьому світу. Спонукаючи визнання Росії державою-терористом у якомога більшій кількості країн світу, ми зможемо дотиснути й Державний департамент США вчинити цю дію або спонукати Конгрес США ухвалити закон.
Оголошення Росії державою-терористом є засадничою у Зверненні представників світового українства й народів, які підтримують Україну й українців у їхній справедливій війні проти російського аґресора (Підписи акумулюються під англомовним варіантом Звернення.), ініційованому ще 12 березня ц.р. Орґанізаційним Комітетом Руху Світового Українства. До того, здається, ніхто публічно не виступав з ініціативою визнання РФ державою-терористом.
Досвід збору підписів до цього Звернення засвідчує, що в самому світовому українстві, тобто і в українському суспільстві в Україні, і в українській діаспорі в цілому та в українських громадах США, Канади, Європейського Союзу бракує волі й бажання підтримати ідею визнання РФ країною-терористом.
Так, Світовий Конґрес Українців у цілому та орґанізації української діаспори, що входять до нього, не додали до цього Звернення жодного підпису ні від імені цих орґанізацій, ні особисто від їхніх лідерів. Прикметно, що багато щирих українців по світу під поширюваними посиланнями на це Звернення, начебто підтримуююяи його, ставлять уподобання й пишуть коментарі типу «давно пора», «я з вами», але утримуються від додавання свого підпису.
Ми могли б тут назвати імена дуже відомих у світі, в Україні або в українській діаспорі українських діячів, до яких Орґкомітет звертався особисто з запрошенням додати свої підписи до Звернення, але у відповідь вони просто відмовчуються.
Нас часом запитують, що робиться зі списком підписів і як саме він використовується для тиску на лідерів держав для визнання рашки терористом.
Доводиться пряснювати, що Звернення публічно доступне на сайті. По мірі збору підписів Звернення розсилається органам виконавчої та законодавчої влад країн, у яких живуть підписанти. Висловлені у Зверненні вимоги використовуються як лозунги під час протестів і т.д.
Отож ще раз нагадуємо, як це Звернення може переломити ситуацію спонукати світ визнати Росію державою-терористом:
1. Додайте свій підпис. Підписи акумулюються під англомовним текстом Звернення.
2. Максимально поширте Звернення доступними вам засобами — на своїх сайтах і в блоґах, у соцмережах, електронною поштою та ін. Хай ваші родичі, друзі, колеґи додадуть до Звернення й свої підписи.
3. Перекладіть текст Звернення мовою країни вашого проживання і опублікуйте його. Надішліть переклад Звернення Орґкомітетові РСУ для розміщення на сайті Українського Університетського Клубу.
4. Перешліть Звернення вашому представникові у парламенті вашої країни, президентові, урядові політичним партіям і громадським орґанізаціям вашої країниелектронною поштою (якщо маєте) або звичайною поштою, роздрукувавши анґломовний текст Звернення з підписами.
5. Використовуйте вимоги, висловлені у Зверненні як заклики й лозунги на плакатах під час демонстрацій, протестів та інших публічних заходів, переклавши їх мовою країни вашого проживання.
6. Втілення в життя висловлених у Зверненні вимог — наша спільна справа, а не групи окремих осіб. Це — робота, яку ми всі маємо робити зупинки до тих пір, поки не переможемо.

Vitaly Portnikov explained quite clearly why the USA does not declare Russia a terrorist state.
The problem is not only that the US State Department refrains from this, despite the fact that both chambers of the US Congress have already recognized the Russian Federation as a terrorist state. The problem is also that American society is not ready for this, in particular, because there is a significant part of pro-Russian citizens in its environment, who, unlike in Germany, simply disappeared and do not organize demonstrations.
Therefore, it is important that the Ukrainian community in the United States and all Ukrainians in the world intensify popularization of the idea of recognizing Russia as a terrorist state both on the territory of the United States and throughout the world. By pushing for the designation of Russia as a terrorist state in as many countries as possible, we will be able to pressure the US State Department to take this action or push the US Congress to pass legislation.
The declaration of Russia as a terrorist state is fundamental in the Appeal by representatives of Ukrainians Worldwide and Peoples all over the world who support Ukraine and Ukrainians in their war against Russian aggressor, initiated on March 12 of this year. Ukrainian Worldwide Movement Organizational Committee that, it seems that no one publicly took the initiative to recognize the Russian Federation as a terrorist state.
The experience of collecting signatures for this Appeal proves that in the Ukrainian worldwide community itself, that is, in Ukrainian society in Ukraine, in the Ukrainian diaspora as a whole, and in Ukrainian communities in the USA, Canada, and European Union, there is a lack of will and desire to support the idea of recognizing the Russian Federation as a terrorist country.
Thus, the Ukrainian World Congress as a whole and the organizations of the Ukrainian diaspora that are part of it did not add a single signature to this Appeal either on behalf of these organizations or personally from their leaders. It is noteworthy that many sincere Ukrainians around the world put likes and thumbs up under the links to this Appeal, as if supporting it, and write comments such as “it’s long overdue”, “I’m with you”, but refrain from adding their signature.
We could mention here the names of very famous Ukrainian figures in the world, in Ukraine or in Ukrainian diaspora, to whom the UWM Organizing Committee personally asked to add their signatures to the Appeal, but in response they simply refused.
We are sometimes asked what is done with the list of signatures and how exactly it is used to pressure the leaders of the states to recognize Russia as a terrorist state.
It should be clarified that the Appeal is publicly available on the website. As signatures are collected, the Appeal is sent to the executive and legislative bodies of the countries where the signatories live. The demands expressed in the Appeal are used as slogans during protests, etc.
So, we remind you once again how this Appeal can change the situation and encourage the world to recognize Russia as a terrorist state:
1. Add your signature. Signatures are accumulated under the English text of the Appeal.
2. Share the Appeal as much as possible by means available to you — on your websites and blogs, in social networks, by e-mail, etc. Let your relatives, friends, colleagues add their signatures to the Appeal.
3. Translate the text of the Appeal into the language of your country of residence and publish it. Send a translation of the Appeal to the UWM Organizing Committee for posting on the website of the Ukrainian University Club.
4. Send the Appeal to your representative in the parliament of your country, the president, government, political parties and public organizations of your country by e-mail (if you have one) or by regular mail, printing out the English text of the Appeal with signatures.
5. Use the demands expressed in the Appeal as appeals and slogans on posters during demonstrations, protests and other public events, translating them into the language of your country of residence.
6. Implementation of the demands expressed in the Appeal is our joint business, not a group of individuals. This is the work we all have to do nonstop until we win.
